Such a scale would act as a step toward clarifying the general characteristics of the organizational culture of community sports clubs and examining their potential function as centers for local cultural activities. Based on semi-structured interviews of a total of eight participants from two community sports clubs in the Tokyo metropolitan area, we created a new scale to measure organizational culture in the preliminary survey. This survey sent requests to around 50 community sports clubs in Tokyo and Shanghai, and focused on in-structors (aged 20 and above) who responded that they would cooperate with the survey. Valid responses were received from 100 instructors in Japan and 502 instructors in China. The study was implemented with the approval of the Nippon Sport Science University Research Ethics Review Board. We conducted an ex-ploratory factor analysis of motivations to participate (10 items), reasons for continuation (15 items), goals (21 items), perceptions (14), and beliefs (22 items). A total of 13 factors were extracted: from motivations to participate, the two factors of contribution and heteronomy; from reasons for continuation, the two factors of self-fulfillment and social interaction; from goals, the four factors of environmental, economic, networking, and teaching opportunities; from perceptions, the two factors of realistic internal problem recognition and re-alistic obligation problem recognition; and finally, from beliefs, the three factors of ideological policy issue recognition, ideological economic issue recognition, and ideological evaluation issue recognition. The 13-factor scale obtained was confirmed to be valid and reliable based on a confirmatory factor analysis and verification of the reliability of the conceptual construct of the scale. By using this study’s scales to examine the relationship between variables through a structural equation modeling approach, it is possible to capture the characteristics of the organizational culture of community sports clubs in Japan and China. Moreover, using multisample simultaneous analysis can help to identify pat-terns such as commonalities. Furthermore, analyzing the club instructors’ consciousness survey data enables the examination of the cultural function potential of community sports
