Fostering national literacy for modern nation is a big challenge. Japanese language education has been requested to assist it in the fundamental part. However, national literacy is deeply linked with social culture and language policy. Therefore, learning of \"reading\" of Japanese language education has been developed by taking such social language situation into view. Nonetheless, the historical description of Japanese language education in recent years tended to be only within the framework of Japanese language education.
